- In a bowl, combine brown sugar and cornstarch. Add vinegar, hoisin sauce and broth with a whisk. Set aside.
- In a large skillet, brown meat in oil. Season with salt and pepper. Place in slow cooker. Brown onions, ginger, garlic and sambal oelek in the hot skillet, adding oil, if needed. Deglaze with broth mixture. Bring to a boil. Transfer to cooker. Cover and cook for 5 hours on low.
- Serve with rice and a green vegetable.
Note
Scoter is a piece from the shoulder of the beef. It consists of a tender piece that can be grilled, like bavette steak, and a firmer, more fibrous piece that needs to be braised. As a fairly economical choice (the price is similar to a chuck roast), scoter is sold in supermarkets and butcher shops.
