  1. In a saucepan over medium heat, soften the pepper, onion and garlic in the oil. Add the remaining ingredients. Season with salt and pepper. Bring to a boil. Cover and simmer over medium heat, about 12 minutes. Remove from the heat and let stand for 10 minutes. Adjust the seasoning. Quinoa can be served hot or cold.
