- In a bowl, whisk together all the ingredients. Set aside.
- In a wok, heat the oil over high heat. Stir-fry the meat, the white parts of the onions, garlic and pepper flakes for 4 minutes. Remove from the wok and set aside.
- In the same wok, stir-fry the broccoli for 1 minute, adding more oil if needed. Add the sauce. Bring to a boil while stirring. Simmer until the broccoli is crisp-tender. Add the meat and continue cooking until heated through. Adjust the seasoning. Sprinkle with the green parts of the onions.
- Serve with basmati rice.
